In a small bowl, whisk together the hoisin sauce, soy sauce, sesame oil, and honey. Set aside.
Heat a large skillet over medium-high heat. Add the vegetable oil. Once hot, add the garlic and the white parts of the green onions, about 1/3 cup. Cook for 30 seconds to 1 minute, stirring constantly, just until fragrant. Do not let the garlic brown/burn. Immediately stir in the sauce.
Meanwhile, bring a pot of unsalted water to a boil. Cook the ramen noodles according to package directions. Drain, then rinse briefly under cold water for about 20 seconds. Shake off excess water.
Add the noodles to the skillet, remove from heat, and toss until evenly coated in the sauce.
Season with salt and pepper if needed. Top with the green onion tops and sesame seeds. Serve hot.

Note 1: Discard the seasoning packets. These noodles cook fast and soak up the sauce really well. If using (3-ounce) ramen noodle packs, you'll want to do 3 packets.Note 2: A good-quality hoisin makes the biggest difference in this recipe. I've tried so many kinds and always come back to this one.Storage: They’re best fresh, but still delicious once cooled. Store in an airtight container in the fridge for up to 3 days.
